As for the download folder, starting from the desktop, click 'Go' on the mac menu and look for 'Downloads' in the menu list. Is it there? What about if you click 'Go' and then 'Home' from the menu? Your downloads folder should be located here. If it is, drag and drop the folder onto your finders favourites bar on the left and also back down into your dock next to the trash can.

If the folder is missing from your Home directory, you could try re-creating it, but I would be tempted to reinstall macOS to resolve the problem that way. (Command (⌘) - R) at startup.
